Aren't you describing here a spectrum of *political*, rather than cultural, engagement? It is possible to heavily engage one's culture without taking a single step into the governmental arena.

Incidentally, I am of the same opinion as former SCOTUS chief justice Rehnquist, who said "the wall of separation between church and state is a metaphor based on bad history, a metaphor useless as to guide judging. It should be frankly and explicitly abandoned." This popular phrase is an inaccurate paraphrase of the Establishment and Free Exercise Clauses.
