Bypass was up to 4-6 months in some places about 15 years ago. In Ontario, the world revolves around Toronto as far as the politicians are concerned so the wait times probably apply there.
I suspect, like any bureaucracy, they cracked the whip and its only a matter of time before those wait times are back up even beyond the 'old' times.
