Boy, isn't this the truth. Wealth is a substance that can be measured and distributed, sure. But wealth is never created, nor sustained in countries that do not uphold the liberty of its individual citizens.
Wealth=technology, but prosperity is the creation, maintainence, and distribution of wealth in society.

I think the idea behind OLPC is that once you educate, those now literate and skilled people will reform their countries from within: Establish a rule of law that allows prosperity to develop. It's a long road and one that may not fully work.
