I believe there is such an offence as 'Interfering with a Motor Vehicle' and they'd probably try for Criminal Damage, too and see if the magistrate would bite.
One of my neighbours used to park an astonishingly large Mitsubishi in his driveway. Everything aft of the rear axle overhung the pavement. I embarked on a persistent email campaign which caused the local Highways authority to threaten to erect bollards on the pavement, blocking his drive. Nothing happened untill they'd actually marked out their location in white paint. The SUV vanished shortly thereafter.
A necessary tactic (though not the only one) is to make SUV ownership as uncomfortable and impractical as possible, within the law.
That may well be true. On reflection, it occurs to me that the definition of theft in the UK is so broad that it too could potentially apply here. (By letting down the tyres it could be argued you are "appropriating" the vehicle, that is carrying out an action which the owner has an exclusive right to do.)
I've been thinking of diverting 4x4s so that they end up driving through fords, up streams and maybe end up stuck in a muddy field or climing a mountain.
You can ask 4x4 drivers for a single to town and hold your arm out at bus stops.

Wherever you work, whatever you believe, please think about what YOU would want done on your behalf and in your defense if and when it's your turn to displease the power structure. It is not safe, in today's political climate, to assume that YOU will never be the object of political targeting. Please, whether you're in agreement with the politics of this site or not, add your voice to the chorus of support for Rosemarie Jackowski. What's happening to her today could happen to any of us tomorrow.
Please, invade as much as you like. Expect staunch resistance, however. If your not careful I'll set Galloway on you!

while i love people gettin active i do feel that something like that can backfire in so many ways... forget about the boys in blue when you are deflating, watch out for the irate owner who feels its his/her right to drive an idiot-mobile.... it takes much less time to roll-out one of those "I'm changing the climate ....ask me how" bumper stickers, at leats you will annoy but not endanger...
not not mention a) the person may drive away with defalted tires at least to get to the gasbar and fill up again, might ruin wheels and buy new ones, defintely will have even worse mileage... and isn't embarassed.... a bumper sticker they may not notice it for some time and people will be laughing at them...
in the north here (canada) the Inuit have a great way of settling disputes. The two people who are fighting get a chance to explain themselves to a council of peers. the peers then start to laugh at them both. they continue to do so until the people complaining relaize how stupid and silly they are... nothing motivates someone more than them being made to feel stupid and gross...
but whatever you do, in this day and age of anti "terror" just dont burn them. people here end up with lfe sentences for that...
