I detect a myth of a Golden Age that creeps in as you lament the loss of the good old days when The Hegemon created The System (in six days, and on the seventh rested?), then managed The System, and made sure The System was stable and secure. Never was there such a time, nor was there ever such an omnicompetent Hege-Manager, nor yet has there been such a super secure and stable System.

Gravatar a no-fly zone over Darfur.

Now there's eggnog all over my keyboard. I thought the Janjaweed marauded on horseback. Actually no flies in Darfur would be a good thing.

Gravatar paul cossins- the hegemony was effective till early to mid 9/01. If you consider superficial effective.

I like that this article makes it clear that this is about BUSH, not our safety. does he have the power to do something, not should he.

what they need to do in Sudan is have the UN pay the african union. I heard andy natasios on NPR saying that they don't want an army that is not the UN and that they have no control over. but they should. it's the only way. no one wants the UN there and the african union just needs $$. why stand on convention

Gravatar Rather than a no fly zone, why not destroy the helicopter gunship (12-18?) and armored cars (30-40?) that give the Sudanese government their military leverage. One raid in an out using our best technological advantage. This would put the government on an even military basis with the rebels who could then defend their people against genocide. There would be a stalemate and de facto partition that would resolve itself over time (decades) but the genocide would stop. No need for a UN Peacekeeping force. Any way a peacekeeping force that is not a war fighting force able to protect itself and the people of the area will only document the genocide not prevent it. Why bother.

The only hitch is to keep up a enough diplomatic pressure to keep the Sudan from replacing it’s equipment.

The only other option is an Iraq style invasion to set up new governements, no don't tell me how stupid that is, I know.

I think there is an such an overwhelming lack of support for any thing from the outside other than lip service that the only pratical course of action to stop the genocide is to give the victims the ability to defend themselves.

Gravatar hank- lip service is in great supply. it';s like if the whole world whines loud enough the janjaweed will give up and go home.

Gravatar Channeling Bob Keohane, Peter writes:

"Its becoming a systemic failure, as the hegemon is losing its ability to manage the system it created, and worse, its losing its credibility as the provider of security and stability within the system."

How do you distinguish, analytically, between the "hegemonic failure" in Sudan and that of Rwanda or the killing fields of Cambodia? You claim there is something "different" here: please tell us what it is.

As far as U.S. "hegemonic failure" as a security provider, if this is the case, why don't we see South Korea "defecting" to counter the "nuclear threat" from the North? Why hasn't the Republic of China made similar concessions to the People's Republic if the U.S. is no longer able to guarantee its security? Where is the emerging arms race between China and Japan (and Russia), now that the U.S. is no longer "able" to provide security and stability in northeast Asia?

If the U.S. is no longer an effective guarantor of security in the Middle East, why haven't we seen Israeli nukes resolve the problem Iran's nuclear ambitions?
