nur- I don't know the legalities of it, but if i cold hazard a guess it's that when the dems passed the wire tapping bill, it from what I understand exonerated the past law breaking done in that area by the bush admin, which rove and gonzoles both would have been culpable for. I have no idea if that is true just thinking out loud
