First off the bat: To frame the issue only in terms of legal framework falls short and is in itself unjust. The social/economic catastrophe that preceded this development and to an extent caused it (why do my fingers twitch when I write 'cause') needs to be taken into account. For ethical reasons, as well as a way to address possible solutions.
