Gravatar I think you've just illustrated why this subject is so hard to follow. Put simply: in this struggle, when does the rubber hit the ice road?

As I mentioned on my blog, USpirg has people out on the street here in DC trying to stop ANWR drilling in the Energy Bill.

But is that the real lever for the pro-drilling crowd? I don't think so. I also see the 2006 budget as the key issue.

But the passing of the budget is still prelude to the defining moment of this debate, which is when the bidding gets opened for the 1002 Area.

As you know, stockholders sent the message to Phillips-Conoco, and it's unlikely that they'll be part of the bidding.

Exxon-Mobil is another story, however. That's where the rubber hits.
