One has to remember that everything at the United Nation's moves at a snail's pace. The wording of the document is most likely a compromise in favour of Russia and China, who have heavily vested economic interests in Iran. If the Sec. Council can move a little slower than we would like, yet keep those two powers on side, well that would be a huge benefit to the regime change movement. And well worth the wait.
