I would've kept quiet about the shorts. I would've given the brat detention AND the added punishment of wearing the skirt home, too.
The next day I would've told him the cleaning crew found his shorts & then give him the lecture about actions have consequences.
Yeah, a situation like that presents a lot of different scenarios. My first thought of what to do was just what you proposed, but then considering the community I worked in I probably would've ended up cursing myself because of the backlash that most certainly would've ensued.
