It's probably a dispenser for either disinfectant going into a urinal or a wall mounted air freshener dispenser. We had one of these in the last office building I worked in.
I second this. We had this in our bathroom. It's pretty weird, I agree.
I've noticed what looks like a wall-mounted air freshener in there. One of these days I'm going to catch it in the act.
I know the exact noise. It's an automated air dispenser.
We've got one of those blasted things, too. The first time I heard it, I thought "Goddamn! I thought this place was safe!"
