I'm glad you mentioned this; if I experienced it unprepared, it would likely have thrown about three-quarters of my universe into a tailspin and I would have had /no idea why/.
They're interleaving cross-traffic every other road. If you came upon that area at another time, the *other* set of lights would be green all the time.
But there is no cross-traffic on that part of the Great Highway! It's completely closed off to all other traffic all the way from Sloat to Lincoln. A sealed system. That's part of why it makes so little sense to me. Or maybe most of it, who knows.
