I'm thinking that the little plastic baggies will still be in use in your lovely city. Or brown paper bags will be used, that's all I can think of.

I think Jon's talking about the slick maneuver where you put the bag over your hand, pick up the stuff, then turn the bag inside out. This is not possible with paper bags, really.

The slick move is still creating LOADS of unrecyclable plastic waste. They will still have plastic bags, but they will be more environmentally friendly.
We use Biobags at work for all the compostable trash.

Biodegradable dog poop bags are made. But that means they have to PURCHASED now, instead of being part of the freebies of your groceries - something I'm NOT in favor of. Think about it, you're buying something to put shit in that you're going to throw in the garbage. There are disposal units that can be imbedded in your lawn where you can deposit the shit so it breaks down (with a purchased enzyme solution) but that means transporting the shit from your walk back home.There has to be a better way to do this.

I'd be in favor of loading that enzyme into spray guns with a back-mounted reservoir and walking around with it. Or maybe importing some African dung beetles -- they can roll it up and bury it (isn't that what they do?) in the uh, copious desert ... sand. Okay, this solution needs rethinking already.

With Sadie, my mom would use the clear plastic bag that the newspaper came in every day. Obviously, one bag a day wasn't enough for a pooping machine (otherwise known as a "dog") so our neighbor would donate her clear plastic bag from her newspaper. Then we had supermarket brand bags my mom bought as backups, in case we ran out of the newspaper kind. They were just few dollars a box and she would usually go through one box every few years...seriously.
The good thing about the newspaper bags is that they were narrow making the trick move with the grab, pull and tie that Aaron mentioned, even easier because you're not dealing with a bulky grocery bag.
Also, Sadie was a small dog (20lbs) so her poop was never huge. Grocery bags might be necessary for larger dogs and their larger poop.

Of course there's the always popular staple-a-bag-to-the-dog's-butt.
I've seen some lucky dog owners who, with well-practiced deftness, slip a newspaper sheet under their dog's butt while the dog is defecating. MY dog on the other hand likes to cover territory while emptying his bowels. You can imagine the visual with a flapping sheet of newsprint on a breezy day, bent over scooting the sheet along under the dog's butt. Right.
