Hopefully awhile, since I am in this situation with two pairs, one of which is my work cargo pants. Admittedly, I am a girl, which reduces my chances of THFTV exposure, but still. They're comfy and I don't want to buy new ones.
Right before you start flashin' the dong. That's just my educated guesstimate. Honestly though, holes in jeans don't grow too fast, unless it's on the knees.
Just go to Old Navy if you get paranoid. They're always having a sale.
Matching boxers work for awhile.
Just stay away from children's playgrounds.
I would just never bother thinking about it again. But that's me and because I am forgetful and don't care. I guess ventually I would get a new pair and keep those for cleaning/mud wrestling/night time activites/going to playgrounds. 
Or you could stitch it up. Even if it's ugly, why are these people staring at your package anyway? I KNOW WHY.
