I think you may have a point here regarding embezzling road construction
buget. Also I think maybe its not
that Google does not care about Vietnam but they may have difficulty
in obtaining aireal map or pictures of the cities, from the Viet goverment.

Don't know if you read Vietnamese but
basicaly it said that Google Street View will be starting in Vietnam in
April of 2010, in cities like Hanoi, HCMC, Danang, Hue, Nha Trang,....

Don't know how accurate this is. Sometime you have to take these news with a big grain of salt.
