If Rabbi Horowitz was speaking in my shul as an individual, I would agree with you. In this case the article is being publishen on their website. Why would they not be deserving of credit? According to your logic, Agudah is not respobible for the statements of Rabbi Shafran nor anything that RMS said at their convention.

I don't think R. Horowitz, though well-meaning, really answered this woman's question.

She asks, in part: "At what age should parents begin to address the issue with their children, and in how much detail? And, what is the proper way to even begin the conversation?"

Parents should address these issues with their children as soon as they can understand what a stranger is. Children as young as 4 need to be told not to get into the car of someone they don't know (or even someone they do know if they have no prearranged plans to do so), not to help a strange adult "look for my lost kitty kat" (adults don't need childrens' help), and that no one other than his/her parents or the doctor may touch the child's private areas (and the child should be taught what those areas are and that they are private), and even then only to bathe or care for the child. The child needs to be told to tell an adult if any of these violations occur and that they can feel safe in doing so. And I repeat, this needs to happen as young as age FOUR.
