You generalise anrarchy, not all of it is believing gov. has no purpose. Sometimes its to establish a new gov. as seen in the forminf years of America, it happened twice afterall, once with war and once with paper. Some anarchists believe that we should gov. ourselves, usually from a Darwinian perspective. Just think of it as the diverse sects of a political party or religion, even though those lines are slipping to one side against another in extremeisim.

Anarchy is the absence of government. When you talk about replacing government with a new government, then that is called revolution or coup d'état. There may be some short period of transitional anarchy, or a longer period like in Iraq, but anarchy isn't usually the end goal.

Of course extremist Libertarians might argue that last point...
