Instead of mere circumcison, they cut off the whole head. Something was lost in translation.

The French stopped a study in Africa which they thought showed that circumcision was a key to AIDS prevention, because the preliminary results were allegedly so compelling that it would have been ~"unethical to continue": they apparently had to get back to France asap to get circumcised.

Never mind that you need a motivated and inspired population that take risk to bring innovation to a society, in exchange for rewards based on what fellow citizens determine their product and service is worth.
