I've seen the same kind of attitude here in Edmonton, Alberta.
I bought my scooter from a good shop and got lessons before doing my motorcycle exam.
I would take my scooter home until I had my license and insurance in place.
Not everyone has that attitude though. Many seem to think it's okay to ride around without proper equipment and without a license.
I bought a 200cc Aprilia Scarabeo, though it doesn't matter what size it is, but I can take it on the freeway without any problem. My lessons have already been really handy in the few months of riding I've done.
Lessons won't guarantee you'll survive an accident, just decrease the likelihood you'll be in one. And with the right equipment, if you're ever in an accident, hopefully it'll increase the odds of survival.
