I don't think there's any way one can see this as a genuine congratulatory message. If it weren't a bolt out of the blue in a hitherto dirty campaign of McCain's own making... perhaps it could be seen as such. But juxtaposed with "Celebrity" (character attack), "Painful" (deceitful), and the list goes on, it's just an empty way of duping America into thinking he's a nice guy. Watch his other ads; he's not.
