This native New Yorker endured all of the 'feel good'liberal mayors before adults, the Republicans, got elected and fixed it.
Mayor Guiliani knew the broken window analogy applied, because that is how some of us were raised. And, Eagle1, you are correct about its utility in New Mexico. NM voters, or their governor must figure that out for themselves, however.
Pendulum swings coincide with voter dreams between the storytelling and reveille's rude awakenings. God speed!

New Mexico having the least number of miles of boarder with Mexico, 1/3 of Arizona's and the number it too small for a comparative with Texas or California, this money could be an inexpensive and smooth way to be the first politician to solve the border problem of a state. Bill Richardson would, without a shout, put himself in the political and MSM forefront as the border problem can do man and catapult himself in front of Hillary Clinton's bid for the center and the DNC choice.

Great insight in making the connection with Guiliani's theory.
As you know as a former military officer, it is much easier to maintain a standard than to fix the culture and mindset from scratch. Unfortunatly for us, that is the problem we face, and it seems the Broken Window Theory is the prescription.
Too bad our politicians would rather immitate an ostrich.
