Actually, that kind of bugs me. There's enough crap that someone can find about Bush without needing to make stuff up - this just makes people believe that you need to resort to low tactics like editing footage in misleading ways to make fun of him.
So overall, I wouldn't be surprized if this was a very subtle propaganda move on the part of Bush and Co. Certainly, it worked in the Soviet Union (the government spread jokes about their own failings to make people laugh about them instead of taking them seriously).

Ummm... no he's not even old enough to buy beer. I never said he was drunk. He does crazy stuff in front of the camera and then records it and slows it down and it looks really cool. He did a kung fu thing that looked really awesome.
