Even if they manage to pass this you know that phone and cable will brake open a hornets nest and get their sites DoS'ed round the clock along with government websites.
It may even escalate up to full on hacking of these websites. I think a few people have worked on some even nastier forms of DoS as well that override the auto shutdown commands (most modern mainframes have this) of the servers in case of a DoS making in turn the mainframe(s) overheat and may to one of two things. Set it on fire or burn it out rendering it useless.
Off the Internet we will have massive protests from people at cable and phone HQ's, people will be calling for the CEO's and most of all of government's heads on plates. And don't forget the rest of the Earth* they may do a form of lawsuit on the USA or threaten to find a new business partner for the resources that the US uses.
Where I live we can cut off our trade with the USA on trees and go buddy buddy with China instate. So I see bad things around the Earth if the US does pass this thing.

Sure, it seems the USA is kind of culturally secluded from the rest of the western world. When you are "the best" and you’re interested in other sports, than sure... you will suck at it.
