I believe there is a paper trail where Blanco asked for this in a letter to the president. The woman is obviously exhausted. It still took Chertoff 36 hours to respond and W wasn't there until 4 days later..if she were a republican, you guys wouldn't be so harsh. And to be consistent, the aftermath of Hurrican Katrina is a massive failure by all levels of government, local, state and federal.

Gee Dan, that is the first time I've heard you join my bandwagon this mess.
There is blame up and down the chain. The majority of the media has been on the same bandwagon you've been on.
So the President didn't show up for 4 days.
Bad for him politically, but it didn't stop or slow the federal response. Federal assistance was there sooner, which is what counts. Federal assistance that could have been there sooner if the city and state government hadn't actively worked to keep them out.

actually Chertoff took 36 hours to put the formal declarations in place...they was footdragging by the feds too. Enough blame to go around for city state and feds....

Foot dragging by the Feds? Some, but remember that it has been long stated official policy, and simple logicistics, that it takes 2-3 days for large scale federal relief.
FEMA first reponse partners, like the Red Cross and Salvation Army, were there sooner, but where held back by state and local officals.
