since the disaster was Federalized the Saturday before the storm hit, it was FEMA's responsibility. Nice satellite images of pre-flood NOLA; the ship has sailed. Most people in the US blame Bush and FEMA for poor federal response.

The Red Cross says it was the local authorities who kept them out of the city.
You are correct in that it doesn't make sense. Refer back to the part about the mayor panicing. He wasn't making rational decisions. His police force was doing something constructive at least. They were stealing cars and getting out of town. At least they had a goal and worked toward reaching it.

wow, if the mayor didn';t have control of the local authorities, how could they keep the red cross out? Sounds to me like the state authorities and federal authorities should have stepped in.
Further research shows that those buses you keep seeing photos of belonged to a private company, and were not under the control of the mayor.

It was the governor, who falls under the heading of local government. Nice nitpick. It was also the governor who delayed federalizing National Guard units, keeping out of the control of the feds, after the feds were involved.
Is it so hard for you to admit the locals screwed the pooch?
