I can think, offhand, of at least one good reason: Far too many educrats (principals, superintendents, etc.) do not wish to see their poor and even illegal practices exposed, and would, if they could, do great professional (not personal, for they tend to be cowards) harm to those who expose them.

I've exposed the illegal fees we charge at our school. I've discussed it with the principal on several occasions. I worked strenuously to convince the student editors of our school paper that this is the type of story they should be dreaming of--better than finding rats in the cafeteria. Coincidentally, the Sacramento Bee ran a story about the illegality of such fees.

When our school paper finally published a story on the topic? No one cared.

And we're still charging illegal fees.
