In the past Dahlan was very close with Hamas. He protected Mohammed Dief. Maybe, despite his professed loyalty to Fatah, he really is beholden to Hamas. That would explain why he was out of town when this happened and how he happened to expect this and perhaps why he gave the orders not to fight back.

If Hamas is accusing Dahlan of killing Arafat, this doesn't make sense. I think it was more likely Abbas just not wanting to escalate, knowing he'd lose anyway.

what "soldiers" exactly is he referring to? Soldiers wear uniforms and fight under the flag of their nation. They have organization, ranks and abide by certain codes of conduct like not deliberately harming civilians.
I see none of that in hamas or fatah. They are just one gang of armed terrorist thugs shooting at another gang of armed terrorist thugs and legitimizing them as "soldiers" is an insult to the men and women who serve honourably in armed forces.
