I think that the main focus with drugs should be lowering LDL. An increased HDL sometimes comes along with that in a minimal fashion. Additionally, it has been shown that exercise and good diet can lead to increased HDL. Even if your HDL is at a good level, your LDL may be too high. SO, the main problem in MOST people is LDL. Additionally, there are some statins on the market now that minimally increase HDL. Those have been used safely for several years already. Maybe we should just stick with those for people who need medication for their cholesterol problems.
