My only reason would be having to sit next to someone who is obnoxious with the phone calls. I would love to be able to use e-mail or text. Why do we really need it? We've become a disposible society whose instant gratification reaches you in the bathroom, and up in the air.
There should be absolutely no reason you would need your cell phone during a flight (to talk on) save an emergency. It's close quarters as is. I don't even like to sit next to two people talking loudly. Ugh. As for when you arrive, that's fine. I do think it's funny when someone obviously get's no service like in the example you said... :p
