Hmmm. The quote would explain the way the locals view themselves here in P-Ville, assuming grain elevators don't count. And, to give them their due, I've not seen much, if any, scandal here. Not by New Yawk standards, anyhoo. 
For corruption and criminal conspiracy, one really wants a big city.
