ok - here's the thing. a couple of weeks ago i randomly caught some of 'upscale tv' and thought it was one of the saddest offerings of seemingly-public-access-tv ever. and now, after reading your post and seeing your link to the photo of the host, i realize that i know that guy.
he was part of a big photo shoot we did at my old company to get some stock photos of people for these interactive management-teaching-tool things we developed for a certain very large chicago consulting firm. this guy was FREAKING INSANE. i think at that time he was doing promotions for some chicago radio station and all of us who were present for his shoot agreed that he must've been on some kind of freaky medication because no one is that hyper and twitchy and fast-talking all the time. the dude was like a chihuahua.
we were all thoroughly freaked out - we were more freaked out by this guy than a previous model who seemed to be hitting on anything with boobs and a pulse.
