There's a difference between knowing what is to come and even allowing it to pass and initiating (being the agent/cause of) everything that passes.
Which are you suggesting is the case?
If the latter, how can you tell people they must repent if God "wills" that they do not and planned, hoped and decreed they could not?

Simply put, God knows who He will save, He knows what is predestined. I don't, and you don't, as we are not God. Why do I tell people to repent? Basically, why preach repentance?
Because that's the job Christians commanded to do:
"15And He said to them, “Go into all the world and preach the gospel to all creation. 16“He who has believed and has been baptized shall be saved; but he who has disbelieved shall be condemned." Mark 16:15-16
Are we wasting our time, simply because God already knows who will be saved?
No-we are being faithful, and, just in every other avenue of Life, trusting God to show Mercy on whom He will show mercy.
Do you realize, James, that God is not dependent on Christians to save anyone? Or to preach the Gospel? In all things, we are dependent on Him.
We do our part by proclaiming His Salvation is available to all, and also by sharing from our lives how God is working in us. I could drop a ton of doctrinal books on your head, to no good effect;the only personal proof I can share of God's Salvation is that He saved me. The past 30 years since that moment of Salvation have been wonderful-not always happy, not always 'good'...but wonderful because of God.
