You are absolutely right. I thought the same thing when I read that....whatever happened to personal communication with employees? Posting a pending layout on a blog is akin to notifying employees the company is undergoing a change of ownership via the news media. It puts the burden on the recipient, not the sender, to be informed. Companies that fail to communicate directly with employees when it matters most are sending a clear message: you don't matter.
