I am leaning towards three four-year terms for the House
Would term limits have to be enacted via amendments to the Constitution? Probably, but especially if you desire the above, since House terms are two years, not four.

I believe that they would be unconstitutional unless an Amendment is passed. They may be enacted as limits without chaning the length of term without an amendment, but that would probably be struck down in something like Byrd, McCain et. al. v. the United States

Kelo is a SCOTUS descision, and yes, McCain-Feingold, as popular as it is, is not constitutional IMO. It just has yet to be challenged.
