My basic problem with things like Kyoto, is that restrict economic growth rather tha promote alternative or new ways of dealing with these problems.
Coal, for example, is much cleaner now than it was in Dickens' time, but they didn't need Kytoto for that. It was technological development.
My problem with Kyoto was not only its exclusion of China and India, but it also came out right when we were in a recession. While I think global warming requires a global solution, there were serious problems with Kyoto. Hopefully those countries that are participating can work to do a better job at meeting their goals, however.
My basic problem with Kyoto is that it restricts rather than innovates, and that it fails even the most rudimentary cost/benefit analysis:
"It has become clear that Kyoto's costs are excessively high and its benefits, in terms of net climate cooling, infinitesimal. Cost estimates for the first round of Kyoto, from now till 2012, are of the order of €500-billion to €1 trillion. The proponents of Kyoto have calculated (but never published) that this will result in a net cooling of less than 0.02 (two hundredths!) degrees Celsius in 2050. This is undetectable even with the most accurate thermometers of today. Moreover, the yearly fluctuations of temperatures are a multiple of this figure."
