I read it. There's a lot of stuff in there that wouldn't fly, some stuff that is fantastic and a lot that could be spun against them by Democrats in a bad way.
It's ambitious, and it would be great if this was the starting point for the budget process.
Better to try for too much than to try for too little.
Translation: "We're really sorry we've been spending your money to buy your votes, but if you vote for us, we promise not to do it anymore until the time comes to buy your votes again. Just don't take away our ability to sneak in earmarks for our outrageous pet projects."
