hey Ryan,
Does it say anywhere which one(blizzard vs. flood/hurricanes) leads to more damage and death statistically. It would be interesting to see if that factored into the different responses. also the resources the people in the N. Plains have had vs. what was in New Orleans. It took a while for the America to realize how awful Katrina really was and by then it was too late. I hope that's not repeating itself.

I'm not sure, but it in the United States it is probably hurricanes/flooding, though extreme cold/snow probably claims its fair share.
I think the basic difference between the two is the readiness of the people of the Plains for the snow. They knew it could happen, they had a plan in place, and they executed. This was also the major failure in NO during/after Katrina.
