This is the first time I have seen this fully explained including the rebate for necessities provision. With that added in, it might be something worth consideration. Without it, this is a regressive tax system that makes the poor pay more as a proportion of their real income. Truthfully, I don't think this would ever go through anyway, but making it progressive instead of regressive is the first step towards any consideration of this type of measure.
