The "new job" part of dropping out of the sight of employment numbers only applies when one decides to become self-employed, or gets a job at a tiny company. The payrolls of the not-tiniest of companies do get counted up to get the employment numbers.
I note that the raw unemployment, raw employment, and civilian labor force numbers all dropped significantly since June's unemployment rate high. Since Wisconsin's tax climate is not exactly conducive to self-employment, I somehow doubt that it's an actual recovery.
