Wouldn't that be the case for CPAN also? I'm not too familiar with the Perl world, but wouldn't they have the same issues with lacking documentation? How do they deal with it?
My suggestion (having not looked at setuptools to see if this already exists) would be to have a flag for setuptools to show the user the dependencies of the package, since they exist in the .egg file anyway.

Inevitably "offline" becomes the exception rather then the default for our personal computing systems.
Means to say:
In the future it'll be way easier just to solve your connection problems then to manually manage installations and dependencies.
In fact, often this is easier today already.

Yes 
I had problems with Perl for exactly those reasons. Even the author of a reasonably well constructed program didn't really *know* what the dependecies all were...

I wonder what proportion of the worlds PCs are behind restricted firewalls (usually corporate) - it's probably a very high proportion (given that companies tend to own many more computers than individuals).
