It's because experience has shown that many users of Docutils don't realize that they have to copy the stylesheet to their web site for everything to look right (or they forget, or they don't know how). This way, the default stylesheet works out of the box; you can zip up an HTML file, email it, and the recipient gets the styles too. Advanced users who tweak their stylesheet settings will have no problem with this, because it's easy to undo (--link-stylesheet).

(I still think the docutils decision is weird, I think most 'newcomers' will *expect* a separate CSS sheet and be surprised by vastly bloated HTML - but there you go.)
