I think the best example of user created dynamic content is Second Life. Users can construct new objects from primitives, textures and scripts. From what I understand, you can definitely create things like buildings, vehicles, toys, simple pets etc.
I've only played around in it briefly, but there are very interesting articles about griefers making virus objects that are self-replicating, to the point of requiring that the environment be taken offline to cleanup.

The system I know that comes closest (or at least is trying to) is croquet (http://www.opencroquet.org/). It is using Squeak, a smalltalk vm written in smalltalk. I have even heard one of the people working on it saying that they are working on the metaverse .
