I can't believe cygwin isn't on your list, with all of its Unix programs (even X-Windows!).

I've used MinGW for compiling Python extensions (I ought to add it to the list, but I don't currently have it installed).
I did enjoy using the command line with this, but foir some reason it never became a "standard tool" for me. I ought to revisit cygwin and MinGW - thanks.
