I seem to recall that phrase from way back, when I worked on mainframes. It was the kind of thing the system programmers would display on their cubicle walls, along with, "A lack of preparation on your part does not constitute an emergency on my part", and photocopies of http://www.robelle.com/library/s...ugbook/ tree.gif.

This is known as the Magic Triangle in classic project management theory (and probably in a few other fields as well).
