The latest version of SCPlugin, version 0.7, is now available, and eliminates the installation ordering problem mentioned in the post. In fact, SCPlugin no longer requires a command-line client at all: while it does not yet implement all the Subversion commands, it now implements all the "main path" ones, and handles its own login credentials (cached in the OS X Keychain).
