AFAIK Win98 is not cheap (at least in licensing terms) since nowadays you have to buy a WinXP license and explicitly ask for a downgrade to 98. At the very least these schools should be runnning 2k though, 98s security and stability really is beyond abysmal...

But the cost of upgrading from Windows 98 to Windows 98 is... zero.

You can also buy secondhand 'original' copies of Win 98 (with license key) very cheaply.
