We've been doing something similar and that is the same registry key that we set. It works great on Win2K and WinXP but it unfortunately doesn't work at all on Vista so you might keep that in mind for the future.
We actually created a new key under HKCRhttpshell other than open that was a custom one that was essentially a copy of the original open key. Then we set the value of the (Default) shell key to our custom key. It doesn't appear to reset the "Internet" shortcut off of the start menu that way.
It is all very hokey, but hope this helps.
