APRA collects this money using STASI-like tactics, from every little business - have you noticed there's no transistor going at your local fruitshop anymore? (oh your local fruitshop was put out of business by giant supermarket chains) - and APRA is less than diligent about redistributing this money to those performers whose behalf they collect it on.
I have seen APRA office-bearers whooping it up on the French Riviera on these monies, ostensibly representing Australian performers via the annual MIDEM Festival, but in actual fact just snouts at the trough.
