While not every securities regulator out there is a modern-day Barney Fife, the job requirements and the pay don't exactly attract the creme de la creme of our nation's business schools.
No one says, "When I grow up, I wanna be an inconsequential state securities regulator."
James, don't underestimate these kooks. They have been effective at pushing their agenda. Even if they fail to actually do any harm, they've already committed their objective of sending regulators on a wild goose chase.

I can see getting paid to shill for inept CEOs like Patrick Byrne. I mean, PR people make good money pleading the cause of CEOs who can't find their way to the executive washroom. Seeing people do it for nothing, out of sheer stupidity, is a bit scary.

As to Mr.Brownsfield's comments about the low quality of education of SEC staff and attorneys I must take issue.Both W Bush and SEC's Chris WMDS Cox have attended the best institutions and yet what good has it done ?,a 0 in ethics for sure.
And don't cry for supposed internet fraud division's John Reed Stark.He was also a product of America's 'ivy league or poison ivy league education.What happened to him?
It must be hard for some American egos to accept sometimes that the folks at the SEC or in the White House etc. are the products of America's finest education system and advantages.But I'm afraid it's a fact.
Also I'm curious,do SEC employees have to disclose their investments just as they wish to make movie stars disclose aspects of their contracts ?
