Illinois Republican Jerry Weller does indeed have a conflict of interest in Guatemala besides his wife Zury Rios Sosa,daughter of ex-Guatemalan dictator General Efrain Rios Montt.Refco that donated to at least one of Jerry Weller's political campaigns in the past has collapsed and been found to be committing investor fraud and hiding certain transactions that should have been accounted for as losses. This has led to billions of dollars in investor losses worldwide.

According to the Guatemala's 'Prensa Libre' front page :

The name of the companies Valores e Inversiones del Pais S.A. (Vipasa),and the offshore Vipasa International came to light this week as part of the investigation that the SB (Superentendencia de Bancos)began in the case of Bancafe.

According to documents of the Registro Mercantil,Vipasa the stock market(market maker ?)of Bancafe,was created in 1991 by Eduardo Manuel Gonzalez Rivera and Ingo Heinrich Haberland Haesloop(German ?),both founders of the Groupo Financiero del Pais that Bancafe was part of..................

According to the Registro Mercantil this company had two legal representatives,Patricio Rafael Pablo Andrade Falla till 2003 and Maria del Rosario Gonzalez Rodas since that time.

It appears the entity continued functioning inside the Bancafe building where it emitted titles and payments without being part of Grupo Financiero del Pais.

The attraction of investing in Vipasa was the interest of up to 12% they paid that was more than the 4 or 5% that is offered by banks on average.

The investors of Vipasa may have thought that their money was in the hands of Bancafe,the transactions occured in that building,but the interest was paid in the next building, Galerias Reforma................

Vipasa International was an 'offshore' not declared by the group before the SBwhich is a violation of the law or Ley de Bancos y Groupos Financieros..............
